		<description><![CDATA[I was at a doctor&#039;s office just yesterday that doesn&#039;t have Medicaid or Medicare billing, so not incented to make the switch by anything other than lower cost and better care. They are busy switching to paperless and will be done by June. They will be at Stage 7 in a few months while many places will drag their feet to get to Stage 2 with cash as a carrot. 

I suggest that the real issue is whether healthcare providers see the patient as a customer and feel competition to provide the best outcomes of care. Short of that, it will take cash incentives and Medicaid/Medicare penalties before EHR is taken seriously.]]></description>
